UK EV Policy: What you need to know for your fleet transition

As you plan for the future of your fleet, it's essential to be in the know of fleet goings on, views on EVs, and the government policies that can affect your fleet.

From incentives, to grants, and tax regulations, this guide covers all things worth considering when dealing with EVs in the UK market. This list is not exhaustive, but it’s a pretty good place to start. We look into the policies worth being aware of to successfully plan for your fleet’s future and beyond.

Whether its to reduce fleet costs, or meet net zero targets - fleet electrification is the future, so here’s what you need to know about how UK regulations impact your fleet.

Let’s get plugged in…

The UK is updating its laws and regulations, and are hot on the heels of fleets to continue electrification. Here’s the top policies to be aware of in 2026:

Lowering Total Cost of Ownership for your fleet

Capital Allowance - for first-year allowance on zero-emission vehicles for businesses, and first-year allowance for workplace charge point installations. Luckily for you, its been extended to March 2027!

  • What this means for you: extra time to get money off your company car payments. Supports businesses in switching their fleet in bigger chunks without unsustainable budget pressure.

In this industry, admins are always looking for ways to reduce fleet costs - especially in the face of fleet electrification. Lucky for you, we have a helpful guide showing the top incentives and grants for business when buying EVs, check it out for regular updates on ways to save for your fleet.

Supporting EV adoption for fleets

New EV van classifications

Before 2025, many EV vans were considered HGVs based on their weight. By recognising EV batteries are heavier than ICE engines, and therefore push the threshold into heavy vehicle territory - without offering the same fuel issues.

Understanding this difference for EVs, the UK government has removed many hoops van drivers were having to jump through just for owning an EV.

  • What this means for you: The admin and cost for fleets is easily reduced by this amendment. The benefits include:

  1. No more licence restrictions

  2. Less intense training needed

  3. Standard MOT testing - cheaper and easier to find

ZEV mandate

Essentially a government enforced quota for manufacturers to create a certain percentage of EVs each year. This pressure is to meet sustainable vehicle targets and reduce production of ICE vehicles on the road.

2026 – 33% for cars, 24% for vans

2027 – 38% for cars, 34% for vans

With increased motivation for car manufacturers to drive EV production, the ZEV mandates are important to be aware of when considering future-proofing your fleet’s vehicles. Although some are finding it a tad difficult to meet the current target, the EV uptake has only risen.

  • What this means for you: There’s more and more EV options in the market year on year, making it that much easier to find the best vehicle to suit your fleet.

Low emission zones

With the national push to cleaner air, the cars are a big push - especially within cities. These low emission zones have been kicking around since 2008, targeted at fleet vehicles as one of the big influences on congestion traffic. However, by 2019, these were upgraded to “Ultra” to include cars as well.

Another win for the EV fleet, the London ULEZ zones offer a full exemption for EVs when you register with the city - seeing day-by-day savings for an EV fleet.

This isn’t limited to the capital city. Here’s the other UK cities with Clean Air zones:

  • Bath

  • Birmingham

  • Bradford

  • Bristol

  • Portsmouth

  • Sheffield

  • Tyneside (Newcastle and Gateshead)

Scotland

  • Glasgow

  • Edingburgh

  • Aberdeen

  • Dundee

  • What this means for you: With an electric fleet you could be saving up to £12.50 per vehicle a day with travel in certain cities - bringing down the running costs for an electric fleet compared to ICE vehicles.

Things to be aware of:

In January 2026, the full exemption on the London Congestion charge ended for EVs. But do not fear- it still offers a 50% discount compared to higher emission vehicles. It keeps EVs the more attractive option, but worth keeping an eye on when planning total fleet costs.

  • What this means for you: Although this policy reduces the savings for fleets, it still reduces the total cost of ownership for an EV compared to ICE vehicles, showing significant lifetime savings for fleets.

You may have heard of the ‘3p per mile’ tax on EVs - but what does it all mean? Where EVs used to be free from extra road taxes, the government is looking to change this. Check out Octopus Energy Vehicle’s blog on what these budget changes mean for EVs.

  • What this means for you: Tax may get more expensive on EVs than they were but it’s still a significantly cheaper option than the fuel alternatives. It’s not looking likely until 2028 - so there’s still time for official changes to be confirmed. Keep an eye out for policy changes as the year continues.

Frequently asked questions

What is ZEV mandate and how does it affect UK fleets?

Basically, EVs are becoming that much easier (and cheaper) to pick up. With more circulating in the market, there's a bunch of opportunity to find the right EV for your fleet - and with a competitive price compared to traditional ICE vehicles. The ZEV mandate will get larger over the next couple of years, so you can expect to see more and more EVs around.

What EV charging grants are available for UK businesses in 2026?

From charging infrastructure to EV adoption, there's a bunch of options out there to support your fleet electrification - it's about knowing where to look. Check out our blog on EV incentives and grants for businesses to find out how you can keep electric transition costs down.

How do UK EV policies support EV adoption for fleets?

Across the board, UK regulations are pushing for a sustainable future - and that starts with the roads. By keeping things cheaper for EVs, the Total Cost of Ownership looks to reduce fleet costs with the electric option. When looking to future-proof a fleet, understanding the long term value of your vehicles is super important.

Is it free for EVs in low emission zones?

Yep! With low emission zones all over the UK, it's super important to be in the know of any extra fees your vehicles could be charged. The joys of an EV fleet, means one less expense to worry about - no matter where you are in the UK. Each area across the country has it's own policy so it's worth checking the government website for specific rules.
